I got allergic reaction using neem oil, neem soap, neem toothpaste and neem powder.
Timeline: 2.6. started using neem oil - concentrate and neem soap. 8.6. neem powder in bath 12.6. neem toothpaste
Severe allergic reaction - urticaria - broke out all over the body after bath with neem powder on June 14th.
There was no overdose because some sources says to use 5 spoons of power - I used only finger tip of powder. Neem concentrate is said to use all over the body, I used it only on my legs.
Therapy:
The doctor gave me an injection shot for allergy, allergy pills for urticaria and ointment with cortisol to use.
90% of urticaria withdrew in less than a week.

UPDATE 30/8/2015
Although I got severe allergic reaction - after 2 months in the retrospective I can say for sure: neem helped me with the skin.
First of all, acnes I had under my arm for 15 years and were expanding with time - are gone.
Acnes I had on my upper arm - that I had since I was 12 - are gone.
Strange red rash I had on my leg - that I treated with neem - gone with the wind also.
Avoiding food that help allergic reaction to be stronger - milk, eggs and sugar - I avoided them since June ...and I've lost my over-weight kilograms, along with beer belly!
It seems that neem caused my body to get all the garbage out of the system, like spring cleaning and all the trash gone outside. It stabilized my skin and normalized haywire that I had since I was 12 (when allergy to penicillin broke out - and I got covered with non-passing acnes all over my body).
